[1] First of all I have taken a new file of height = 400 pixels, width = 400 pixels
and resoulation of 72 dpi in the RGB mode.

[2] Fill the new document with color black.

[3] Go to Filter>Render>Lens Flare
aaply the following settings.

[5] Now goto Filter>Sketch>Chrome and
apply the settings which sre given below.

[7] Now go to Filter>stylise>Glowing edges
and give it the following settings.

[9] Now go to Filter>stylise>Find edges.

[10] Click Image>Adjustments>Hue/Saturation and check the colorize box
then give the following settings.

[11] Now copy the layer.

[12] Click Edit>Transform>Flip Horizontal.

[13] Click Edit>Transform>Flip Vertical.

[14] Now go to Belending Option and aaply the following settings.
